About Victory Tax Lawyers
Victory Tax Lawyers is a tax attorney firm based in Los Angeles, California, founded in 2016. The firm focuses on tax controversy — IRS disputes, Tax Court petitions, criminal tax investigations, Trust Fund Recovery Penalty defense, and complex tax resolution requiring legal representation. Like Fortress Tax Relief, Victory leads with attorneys rather than enrolled agents, which means higher fees but legal protections and courtroom capabilities that non-attorney firms cannot provide. Victory's niche within the attorney-led tax relief space is criminal tax defense. While most tax relief firms (even attorney-led ones) handle primarily civil cases, Victory has attorneys experienced in defending against IRS criminal investigation referrals, including tax evasion charges, failure to file prosecutions, and tax fraud allegations. This is a small and specialized practice area — the IRS criminally prosecutes fewer than 2,000 taxpayers per year — but for the individuals facing criminal charges, having an experienced criminal tax defense attorney is critical. For standard civil tax resolution (installment agreements, OICs, penalty abatement), Victory is capable but expensive. Their fees run $5,000-$12,000+ for most cases, reflecting the attorney fee structure. For consumers who just need a payment plan, they are significantly overpriced. For consumers facing criminal investigation, Trust Fund Penalties, or Tax Court disputes, they provide specialized expertise.

Review Summary
Notable Case Studies
Criminal Tax Investigation Resolved Without Charges
Business owner received a target letter from IRS Criminal Investigation regarding unreported income from a cash-heavy restaurant business. Total unreported income exceeded $180,000 over 3 years. IRS estimated tax evasion of $62,000. The client was facing potential felony charges carrying up to 5 years in prison per count.
Tax Court Petition After Failed Administrative Appeal
IRS audit of a real estate professional resulted in a $78,000 additional assessment based on disallowed real estate professional status (which affects passive loss deductions). Administrative appeals office upheld the assessment. Client faced paying $78,000 in additional taxes plus $22,000 in penalties.
Pros & Cons
Pros
- Criminal tax defense is a specialized capability that very few tax relief firms offer — critical if you face IRS criminal investigation
- Tax Court representation enables disputing IRS assessments without paying the disputed amount first
- Attorney-client privilege protects all communications — essential in criminal cases
- Very low CFPB complaint volume (5 in 3 years) indicates strong client satisfaction
Cons
- Expensive — civil cases start at $5,000, criminal defense can exceed $50,000
- $15,000 minimum tax debt is higher than most competitors
- Massive overkill for standard installment agreements or penalty abatement — attorney fees for simple cases are not justified
- Newer firm (founded 2016) with a smaller attorney team (10-20) compared to established law firms
- Limited geographic coverage for state-specific matters due to attorney licensing

kept me out of prison
IRS Criminal Investigation was looking at my business. I was terrified. Victory's attorney stepped in, filed amended returns, and convinced CI to close the criminal case and handle it civilly. I owe taxes and penalties but I am not in prison. That attorney saved my life.
expensive but necessary
My case required an attorney — criminal investigation plus Trust Fund Penalty. Total fees were $22,000. Painful amount but the alternative was potential prison time and $128k in personal liability. Results justified the cost.
Tax Court win
IRS audit hit me with $78k in additional taxes. Appeals went nowhere. Victory took it to Tax Court and the IRS backed down to $8k. Would have been $100k without them. Worth every dollar of the $12,500 fee.
TFRP defense worked
IRS wanted $95k from me personally for payroll taxes from my business. Victory proved I was not the responsible person for most of the assessed periods. Reduced to $28k. Their understanding of TFRP law was impressive.
excellent attorneys
Excellent attorneys.
overkill for my case
Consulted with Victory about my $20k IRS debt. They quoted $6,500. Went with a non-attorney firm instead for $3,800 and got an installment agreement. Same result, $2,700 cheaper. Victory is for serious legal cases, not payment plans.
fine
fine for what I needed
good lawyers slow communication
The legal work was excellent. The communication was not. Emails took 3-4 business days to get responses. When you are facing an IRS criminal investigation, 4 days of silence is extremely stressful. The outcome was great but the process was anxiety-inducing.
way too expensive for a civil case
Quoted $8,000 for what turned out to be a standard installment agreement and penalty abatement. I know they are attorneys and attorneys cost more but $8,000 for a payment plan is absurd. Got the same result from Tax Defense Network for $3,200. Save Victory for when you actually need a lawyer.

Important Tax Relief Disclaimers
- Tax relief companies cannot guarantee specific outcomes with the IRS or state tax agencies. Results depend on your individual tax situation, compliance history, and the applicable tax laws.
- Tax relief services typically require upfront fees or retainer payments. These fees are separate from any taxes, penalties, or interest you owe to the IRS or state agencies.
- The IRS offers its own programs (installment agreements, offers in compromise, currently not collectible status) that you can apply for without hiring a tax relief company. The IRS does not charge application fees for most programs.
- An offer in compromise (OIC) is accepted by the IRS in approximately 30-40% of submissions. Tax relief companies that guarantee OIC acceptance are making claims they cannot support.
- Tax relief fees typically range from $3,000 to $10,000+ depending on the complexity of your case. Some companies charge investigation fees ($500-$2,000) before beginning resolution work.
- You have the right to represent yourself before the IRS. If you prefer professional representation, enrolled agents, CPAs, and tax attorneys are all authorized to represent taxpayers.
